Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country is divided: two urban (Cairo and Alexandria) and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and Aswan). Plan Egypt’s work focuses on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives listed below:

  • Improve the quality of early childhood care & education;
  • Promote economic empowerment of vulnerable young men & women;
  • Facilitate girls in realising their full potential in an enabling and gender responsive environment that protects them from all forms of abuse, neglect, exploitation and violence;
  • Support adolescents and young people, particularly girls to become active drivers of change and lead the way towards more equitable and inclusive societies;
  • Promote adolescents and young people, particularly girls to be empowered to take informed decisions about their sexual and reproductive health and live free from gender-based violence

Purpose:

  • The purpose of the job is to provide timely and reliable financial information and analysis that leads to effective decision-making.
  • The post holder is responsible for project cash and budget management, financial reporting and analysis, and internal financial control enhancement

Dimensions of the Role:

  • The incumbent reports to the Project Coordinator, with a dotted line to Senior Finance Officer.
  • The incumbent directly supervises Finance Assistant (Accounting Officer) for the respective PU.
  • This role has no direct reporters
  • The post holder reports to the project Coordinator expert with a dotted line reporting to the senior finance officer GC and works closely with our partners & Project team

Accountabilities and Typical Responsibilities - Key End Results of Position

Project Financial Accounting Support

  • Prepare and process all vouchers related to the project in conformity with Plan policies and accepted financial principles.
  • Prepare & initiates bank instruments (checks, transfers, bank deposit, etc.), and handle all project bank matters with CIB.
  • Ensure comprehensive documentation of all financial vouchers in the project.
  • Handle staff advance payments and settlements in the project.
  • Maintain project files, and archive PU supporting documents and financial reports in line with finance policies and guidelines.
  • Prepare all related documents that needed to be presented to the government authority related to the program unit.
  • Contribute as a finance committee member for all tenders that might be processed in PU.

Financial Reporting

  • Prepare financial reports related to the project in order to ensure that management has the needed information to help with the decision-making process.

Budgeting

  • Contribute to the process of project budget preparation in line with financial policies and guidelines.
  • Contribute to the process of monitoring the project budget in line with financial policies and guidelines.

Partners

  • Review P2P advance requests to check the budget availability in conformity with the approved partner agreement.
  • Review partner accounting cycle in order to liquidate the advance with partners, partner, this should be done by reviewing the package of financial reports, CDA journal, and ledgers, and related supporting documents in order to ensure that management & donors receive the needed data with the desired quality standards in conformity with donor and Plan policies and guidelines.
  • Report to SFO all notes that were remarked through the process of review to be communicated officially with partners.
  • Monitor the timely submission of all partners’ financial reports to Plan Egypt.
  • Track current advance payments and settlement dates for the Project’s partners.
  • Contribute to the process of preparation of the partnership agreements templates & Update the partnership agreements and annexes as appropriate to ensure compliance with the grant requirements

ERP System (SAP/Microsoft Dynamic)

  • Review all processes of POs & requisition forms, TORs, or any other requests related to the program unit to ensure budget availability and alignment with Plan financial policies and procedures.
  • Record all transactions related to the program unit to the ERP system.

Capacity Building

  • Contribute to the concerned team in relation to capacity-building plans for projects or CDAs in order to improve the quality of implementing the projects in satisfactory with plan and donor expectations.
  • Report to management all weaknesses that are remarked through the daily routine in order to update the capacity-building plan either for a plan or for partners, which consequently will help to improve the quality of implementation.

Auditing

  • Provide support to facilitate the process of internal and external audit.
  • Monitor the audit recommendation and follow-up with partners the actions that had to be taken to address the audit findings.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted

Technical Expertise, Skills and Knowledge

Essential

  • A Degree in Accounting or a professional qualification such as CIS, ACCA or equivalent
  • At least 3-5 years’ experience in similar role in NGOs
  • Analytical skills
  • Fluent in English
  • Communication skills, appropriate to the audience
  • Proficient in computer skills and use of relevant accounting software packages

  • Experience with SAP system
